Everything went in at the same time
That one sentence explains most of what happens to windows in a subdivision. A builder glazes a house in a single pass, with one supplier, one series and one production run. Twenty-odd years later the perimeter seals on those insulated glass units reach the end of their service life together, which is why people here notice three or four fogged windows in the same season rather than one every few years.

| How many have gone | Usual answer | Why |
|---|---|---|
| One | Replace the glass unit | The cheapest fix, and the frame is fine |
| Two or three | Glass units, but get the frames assessed | If the frames are also tired, you are paying twice |
| Four or more | Price both options side by side | At this count, whole units often win on cost per year |
| Most of the house | Whole-house replacement | Per-window cost drops as the count rises |

A practical decision table rather than a rule. The deciding factors are the condition of the frames and whether the glass package is worth keeping.
The other side of that coin is that the frames here are usually straightforward, and the openings are standard sizes with ground-level or simple second-floor access. That is what keeps these jobs at the lower end of the per-window range rather than the top. Window repair covers the glass-only route, and the cost guide has the whole-house figures.

Permits on an unincorporated address
Luella has no city hall, so the county covers it: Henry County Building and Plan Review, 140 Henry Parkway, McDonough, on 770-288-6051. One caveat worth a phone call, because this part of the county sits between two incorporated cities: if your particular street has been annexed, that city's building department handles the permit instead.
What else is reaching its limit
Windows are rarely the only builder-grade item of that age. The same houses tend to be on their original patio door, original entry door hardware and original screens, all of which arrive at the end of their life on a similar schedule.

Pricing those together on one visit spreads the setup across more work. See patio doors, door hardware and screen repair.
One thing to check in the bedrooms
Insert replacement units are slightly smaller than what comes out, and bedroom escape openings have minimums: 5.7 square feet of clear opening, 24 inches of clear height, 20 inches of clear width, a sill no more than 44 inches up. On a whole-house order that is one measurement per bedroom, taken before anything is ordered. The egress guide shows how to take it.
